Choose the protection
A PDF has two passwords, and they do different jobs.
Open password
Asked for before the file will open at all. Leave it empty to make a file anyone can read but not everyone can print or copy.
Owner password
Guards the permissions below. Needed even when there is no open password, or anyone could lift the restrictions.
Allow the reader to
Only meaningful to someone who can open the file.
Permissions are a request that cooperating PDF viewers honour. They are not a lock: software that ignores them can still print or copy. An open password is the part that actually keeps people out.
